概要
 The Ministry of Education, Culture, Sports, Science and Technology is planning to compulsory programming education in primary education from 2020.
 In response to this situation, various programming courses are launched mainly for major education services. On the other hand, elementary schools are struggling to respond to the plan.
 Many problems will be overlooked if programming education compulsory education is started as it is. This paper studied about the predicted problem and the digital divide which is particularly problematic among them. In the paper we also mention motivation of learners.
 As a general theory, we believe that children like programming education, but they do not always like them. Children often like Minecraft, not programming education itself. When teaching materials switch to Scratch, it is important that children do not feel discontinuities.
 Even if the skill of teachers improves, it turned out that class size can not be increased in programming education for elementary school students. This is an important finding in considering the cost of implementing programming education.
 I could prove that programming education can be implemented without relying on techniques such as adaptive learning. This is a hopeful result for many elementary schools.
